The difference is quite obvious. I am not sure what about the English equivalent, as you gave no context. Is it a research institute? If yes, I would render it as "Institute of Pedagogy". Is it a teacher's training college? If yes, it should be "Pedagogical Institute" as Jerryk suggests (his references are mostly for Russian web pages, and in Russia "Pedagogical Institute" means just "a teacher's training college".
