Context:

"Un estudio de Global Property Guide, que considera a 112 urbes del mundo, calificó a Santiago como la décima más barata _en términos de metro cuadrado_ y la sureña Concepción logró el tercer lugar".

If anyone knows the English equivalent and can briefly explain what it means, would greatly appreciate it. Thanks everyone!

In other words, when measured as to the cost per square meter, it is the tenth less expensive in comparison to the other place. Quite often, office space, etc., is rented at so much per square meter.

What Luis wrote is accurate also, although it is more common to say simply "per square meter."
