Según yo lo entiendo, se refieren a que en todo el documento (o en lo sucesivo), el término "Contratista" se interpretará como el encargado de servicio, etc.

: It doesn't really matter why they've chosen the word "estandar" - it obviously means "this document". Not "instrument" though.

I think this is what they must mean. I agree with Lydianette that they are probably using the word improperly but it does make a sort of sense. They are laying down the 'standards', ie specifications for the work.
Discussion
I understand that the meaning is "criterion." I usually see it in draft/form contracts included in bidding conditions.
