Je pense que cela fait référence à "credit history" aux USA.
Lorsque vous prenez des cartes de crédit (style Finaref etc) on enregistre tout votre "passé bancaire" lequel est requis pour toute demande bancaire d'ouverture de compte, de prêt etc.
Tous les mois, vous devez rembourser les organismes qui vous donnent des cartes de crédit (qui vous fnt crédit) avec votre compte en banque et si vous avez des impayés, vous avez "a bad credit history".
(ce n'est pas un interdit bancaire à ce stade, c'est plutôt un "découvert non-autorisé" en quelque sorte, auprès de l'organisme qui fait crédit).
C'est votre "passif bancaire" en qq sorte.
En France, on n'a pas encore cette notion courante alors je dirais juste "clients avec un passif bancaire négatif" (en clair les mauvais payeurs).
