El término aparece en un laudo arbitral en una disputa sobre el retraso en la construcción de una embarcación acordada entre dos empresas. La traducción es para España. No le encuentro sentido según ninguna de las acepciones que he encontrado de la palabra.

El término correcto para esta falacia en español es "petición de prinicipio":
"La petición de principio (del latín petitio principii) es una falacia que ocurre cuando la proposición a ser probada se incluye implícita o explícitamente entre las premisas. Como concepto en la lógica la primera definición de esta falacia conocida en Occidente fue acuñada por el filósofo griego Aristóteles, en su obra Primeros analíticos."

A menudo se llama "argumento circular", pero este término no es estrictamente correcto:
"El razonamiento circular —también llamado por Aristóteles razonamiento recíproco[1] y demostración en círculo[2] — es frecuentemente confundido con la petición de principio con la que no tiene nada que ver [...] El razonamiento circular consiste, según las palabras del propio Aristóteles, en:
'probar, a través de la conclusión y de tomar una de las proposiciones a la inversa en cuanto a la predicación, la restante proposición que se tomó en el otro razonamiento.'"

In statistics, bootstrapping is a computer-based method for assigning measures of accuracy to sample estimates (Efron and Tibshirani 1994). This technique allows estimation of the sample distribution of almost any statistic using only very simple methods (Varian 2005). Generally, it falls in the broader class of resampling methods.
Bootstrapping is the practice of estimating properties of an estimator (such as its variance) by measuring those properties when sampling from an approximating distribution. One standard choice for an approximating distribution is the empirical distribution of the observed data. In the case where a set of observations can be assumed to be from an independent and identically distributed population, this can be implemented by constructing a number of resamples of the observed dataset (and of equal size to the observed dataset), each of which is obtained by random sampling with replacement from the original dataset.
It may also be used for constructing hypothesis tests. It is often used as an alternative to inference based on parametric assumptions when those assumptions are in doubt, or where parametric inference is impossible or requires very complicated formulas for the calculation of standard errors.

muy común el modismo "to lift oneself by one's own bootstraps"...
Se puede dejar "bootstraps argument" como está y señalar el significado en una nota a pie de página o un comentario de traductor, pero mejor, creo yo, traducir la frase aunque un poco wordy, verboso, farragoso, en castellano....

Es un alegato que le "hace palanca" a la pretensión.
Para hacerlo más simple, si "bootstrapping" fuera un verbo, la traducción sería "leveraging".
Es un término utilizado por la parte contraria, para restarle ligitimidad al alegato.
César, esta traducción no la vas a encontrar en ningún dicionario. Yo diría que es una de esas "soluciones" que los intérpretes judiciales (intérpretes jurados en España) sacamos de la galera. Pero si la estudias detenidamente ta darás cuenta que encaja.
