bylaws/charter
commonly used with organizations

"bylaws" are the rules/regulations that govern an organization, which, again could be a club, home owners' association, etc. In general, bylaws are drawn up and approved by the members themselves.
"charter" is used more often where the organization's existence is created by some governmental action, for example, the United Nations' Charter.
Now, if this Student Welfare Fund is established by the government, then "charter" would be better...however, if it is some sort of self-established or self-governing fund, then "bylaws" would probably be better.
Hope this is not too confusing...you can probably find examples that contradict what I just presented :)
