In a Russian translation of a North Korean leader's complaints about their agricultural problems repeated references are made to ...одноразовым посевом нельзя решить одновременно решить кормовую и зерновую проблему; необходимо внедрять двухразовый посев.

Later he says, "...производство двухразовых посевов должно быть полностью механизировано, так как ручной труд требует больших затрат времени и поэтому двухразовый посев не принесет желательных результатов.

Is this twice-a-season or double-row sowing/planting, or am I missing what's going on entirely?

Explanation:
Sawing twice a year. To wit:

Judging from your context, you may discard "sowing in double rows".

The basic concept of double sawing is quite the opposite to the suggestion by Jack (and I'm sorry). It's not sawing biannually, but, quite the contrary, sawing twice in one year.

The cases in point may be two:
1. In warm countries with fertile lands (i.e. Italy) you may sow, and harvest, the same crop twice in a season, for the warm season is very long. However, I don't think it's the case of North Korea.

2. You may sow two different crops in one year. The most classical example is sowing a crop of summer wheat in the Spring and a crop of winter wheat in the Autumn (i.e.: www.permies.com › forums › growies › plants). And THAT, I think, is the exact meaning of your Korean context.

What Jack is writing about is not "двойной посев" but a "biennial two-crops rotation system" or "двухгодичный севооборот" where the second-year crop is usually some sort of legume - to enrich the soil with Nitrogen.
Incidentally, that doesn't require any additional labour/mechanization, whilst sowing two different crops a year does, as Kim W Yong implies in your context!

Banned from discussion as I am, I must remark on an entry here: It's not at all absurd in ANY climate because winter crops exist exactly for that purpose. Take the Russian “озимые“ as one example.
