Hi! I'm translating an academic article entitled "CAMBIOS Y PERMANENCIAS DEL CRIMEN EN URUGUAY (1878 – 1907)"
I need to make a distinction between these two types of prison, as they head a table of stats - Cárcel Coreccional vs. Cárcel Penitenciaria.
Si separamos las entradas a las jefaturas de policía, que por definición se caracterizan por una vastedad que no distingue delitos de faltas ni imputados de autores, de los ingresos en sedes judiciales y el sistema penitenciario, la criminalidad “no es asustadora”.
Vale la pena considerar que algunas decisiones administrativas relacionadas con políticas penitenciarias o la propia superpoblación pueden provocar distorsiones en las cifras de entradas. En este caso, también la aceleración de los tiempos procesales, a la que se aspiraba por parte de la administración de justicia, podría haber generado un “verdadero salto en la cifra de penados”.
De esta forma, al analizar los ingresos penitenciarios, entre otros factores, debemos tener presente la transformación radical del sistema a raíz de ***la inauguración de la Cárcel Penitenciaria en 1888 que hizo que estos se repartieran con la Correccional***.

: I would use this. An English reader would understand the linguistic distinction being made without the need to investigate the distinction between the system in Uruguay and their own and their equivalent names.

As for your question in particular, I admit it really puzzles me a bit:

I don´t know exactly what prison the author exactly refers to by the term "Correccional". This sentence puzzles me.

My impression is that the Cárcel del Crimen is meant here by "la Correccional". But I´m not sure :-( so you shouldn´t take my supposition for granted.
