contrato, siempre que los padres o tutores del menor expresen su consentimiento.

but am not sure whether how to accurately translate this. Has anyone come across this before and if so, how did you translate it.

I think you could use 'Placement order with parental consent' but I am not 100% sure.

Please note that the 'acogimiento familiar administrativo' is initiated by the Local Authority as a child protection measure.
A private fostering arrangement is essentially one that is made privately (that is to say without the involvement of a local authority) for the care of a child under the age of 16 (under 18, if disabled) by someone other than a parent or close relative with the intention that it should last for 28 days or more

On the other hand, reading more about this subject, it seems to be that Placement Orders are for adoption purposes rather than fostering, so this term would not be useful in this case either.
