1. This is not a national-level ministry/secretariat. We know this because the official updated list of government ministries/secretariats is maintained by the Organization of American States, and the official name of the "Secretaría de Comunicaciones y Transportes in English is 'Secretariat of Communications and Transportation' (many international organizations use 'ministry' despite the Mexican Government's preference for 'Secretariat'). 2. I only found a "Secretaría de Movilidad" for the state of Jalisco. The description of its responsibilities is as follows:
La Secretaría de Movilidad impulsa políticas, normas, lineamientos y procedimientos en materia de servicios relacionados con identificar los componentes relacionados con la movilidad, articularlos, reorganizar las rutas , crear zonas sin tráfico vehicular e incorporar planes de movilidad, cuales deberán constituirse en una herramienta adicional para fomentar los desplazamientos en modos alternativos de transporte, con la finalidad de incidir desde la planificación urbana en la configuración de la movilidad.
Propone planes de movilidad integrales no motorizadas.
Se promoverán acciones con apego al respeto del medio ambiente.
Se conformarán opciones diversificadas para la movilidad.

1. It's official because countries deposit the translations they want us to use with the United Nations and the OAS. 2. A state 'Secretaría' is typically translated either 'State Secretariat' or 'Department' to avoid confusion with the national level.

Discussion
Some of the translations are quite arbitrary - for example, Côte d'Ivoire insisting on using their French name in English. But one got used to it. There are several reasons for using the official translation:
1. It respects the country's wishes.
2. It saves a lot of time and guessing.
3. It eliminates confusion.
I wish I could say there was a central place where this information can be obtained. I would suggest checking the country's official websites, which usually have an English version. The OAS has a list of its member countries and government officials (with approved translations of the ministerial portfolios) at: http://www.oas.org/en/member_states/default.asp
