Which meaning?
In other forms that do not have the characteristics described above, cccc will only process data to the extent required to protect confidentiality and for the purposes for which such forms were intended, *except where it gives the user prior notification to the contrary* or *and it will give the user prior notification thereof*. I think your second reading is correct.
I would change the structure a little; "ccc, after informing/notifying the user, shall only process data to the extent..."

I agree with Paul, but his suggestion could result in too many double negatives. It may be necessary to change the whole structure, re "ccc may only process data after notifying/informing the user and then to the extent...".

Whatever follows previa usually occurs first.

I think that cccc should be followed by "no". If the no isn't there, I would understand it to mean that cccc will tell the user and then not do anything with the data. That doesn't make much sense.

What I see in here (even with the no) is that cccc will tell the user before doing anything with the data (beyond the exceptions indicated). I don't see anything there indicating that cccc will tell you before doing some processing for the form's intended purpose or for safeguarding the confidentiality (unless you want to consider the notice itself to be the notification).
