This day, however, there wasn't anyone there except the Chiefs of each service and some of us "Rice Bowl" people. Admiral Thomas Hayward, Chief of aval Operations ,was there; so was the Commandant of the Marine Corps, General Robert H.Barrow. So,too, was the Air Force Vice Chief of Staff, General Robert Mathis.

Outside of a context "Rice bowl" was also slang to indicate government-funded scientists and labs that use their research results to justify continued government funding as well as military project which is being protected in the interests of a particular department rather than wider needs

I've only just seen your comment, I'd already posted my answer, but yes my research leads me to believe that that the Rice Bowl referred to here was the planning phase of Operation Eagle Claw.

Operation Rice Bowl

"Operation Eagle Claw (or Operation Evening Light or Operation Rice Bowl) was an United States Armed Forces operation ordered by US President Jimmy Carter to attempt to end the Iran hostage crisis by rescuing 52 diplomats held captive at the embassy of the United States, Tehran on 24 April 1980"

Impossible to answer without context
