Arabic term or phrase: Help reading handwritten note

I have a note written in atrocious handwriting. See the image here: http://kylemooreit.com/images/Arabic Handwriting.png

I know from context that the note is written in the handwriting of an Investment Authority employee and that it says something about needing ratified budgets for the new company as well as the existing one. However, I am not able to make out most of the handwritten words.
