'State entries' means nothing to me. So far, I have translated it as 'information provided by the State' but this is too cumbersome.

Governement resources
rather than "input" or "input materials", although very close in meaning. Resources encompass data, material, facilities, etc.

: how does "data" encompass "matériels" (which might mean hardware or equipment for example)?

government/state facilities/assistance/materials
A term which encompasses "matériels, documents et fichiers informatiques" is needed - "data" is too restrictive

: Better matches the material that might be needed by the contractor(s)

inputs sounds like almost the same as data to me

state inputs
I have recently translated official tender documents where some items were supplied by the customer (this could be where the materiels come in). Perhaps /entrees/ is being extended, as inputs often is in English, to cover wider range of meaning.

: I do not disagree, but I propose an alternative. In the case of data and reports, "official" is important, whereas w.r.t. materials or other support, "state" is 100% OK. In both cases, presumably it is "official" as this would be documented in the project

official inputs
It could be data. It could be access to an office to do the work in or access to a computer licensed for software being used for a project. It could be access to people with relevant information which is most easily accessed in the context of a given project by meeting with them. It could be access to previous research, whether internal or publicly available.
Most likely it's data and reports. But I think this suggestion is sufficiently ambiguous, while the info in the brackets adds the most likely types of inputs which would be relevant for the project.

official files
The difficulty here is finding a succinct translation which refers to the objects (entrées) which are a mixture of elements. E.g. stored information (or data) and objects which are not necessarily held electronically (materiéls & documents). Therefore, the term "data" is not relevant. It needs a broader term. "Files" can be understood to mean information stored electronically, as well as collections of hard copies and other sundry items.

: "Files" is much too restrictive if "equipment" is implied by "matériels"
