The growth in the trout market and the necessity for a larger production volume resulted in the construction a second farm between 2013 and 2014 in XXX, in the southern region of Costa Rica (3,000 m{1}2{1} above the water surface), which increases the availability of ponds for the growing stage of trout.

Explanation:
"above the water surface" dans ce cas-là fait référence à l'altitude, puisqu'on prend comme référence 0 altitude pour la surface de l'eau (la mer). Il me semblerait bien donc que la meilleure traduction serait "à 3000 m d'altitude", sachant que la pêche de la truite au Costa Rica a souvent lieu dans les Andes... !

Yet another of thos cases where 2 hyphens would have made such a difference to the comprehension.

I don't profess to understand what this actually implies, but i'm pretty sure about what it says — presumably they measure the size of their fish farm in terms of the area above (or surely rather 'at'?) the surface of the water; I suppose this might change soemthing if the pools had steeply-shelving bottoms, for example...

I suppose it is also conceivable (though i fail to see the relevance!) that thyey are actually using the language imprecisely, and what they really mean is 'ground area, not counting the area of the ponds'; but I can't really see why such a figure would be in any way useful.
