"Law and harm" of "law and harm principle", verwijst naar wat in Nederland het schadebeginsel heet.Het schadebeginsel is de opvatting dat iemands vrijheid alleen beperkt mag worden voor zover dat nodig is om te verhinderen dat hij anderen schaadt of de wet overtreedt.
De website waar je voor vertaald, wil duidelijk maken dat de bescherming van privégegevens niet absoluut is; indien de wet dit vereist, kunnen ze de gegevens doorgeven aan bevoegde instanties.
Ik ga ervan uit dat de strekking hetzelfde is als in je voorbeeld. Het is wel een omschrijving, maar in een disclaimer lijkt me dit geen probleem.

Comment: "Beste Frank, hartelijk dank dat je de tijd hebt genomen om het uit te leggen. Ik had de Wiki ook al gevonden, maar ik was echt op zoek naar een Nederlands equivalent, zo deze al bestaat en dat ook zo wordt gebruikt. Ik had dit keer geen tijd om het Wetboek of mijn andere wetboeken door te spitten. Het principe werd duidelijk uitgelegd in de text dus zoveel was duidelijk en om dat het uiteindelijk een vertaling van een bestaande website was, heb ik de Engelse term tussen haakjes gezet."
