Thank you! I actually chose the other answer because the text also contained 'le complément en volume' and there is no specific word for that so I thought an explanatory translation for both would be better. |

: Since this is in fact at least 80% of the weight, I don't think it can really be counted as a 'mere' makeweight. It in fact forms the majority of the bulk of the material.

Discussion
In the case of certain 'recipes', we do even find "made up to 1 litre with..." and suchlike; but I feel that would be out of register in your patent context.
