That actually depends on what is meant by "property" in this context. If it means "land", then my answer could be suitable.

If property here means "أملاك" then you should replace المُشاع with الأملاك.

If so, then it could be similar to: we are currently on standby under a country-level alert;

I may be wrong, but this is what I understood from your paragraph; press correct me if I'm wrong.
