هدف معلن أهمل مشروع القانون تدقيق احكامه
This is a subtitle in an article about a new law. The idea of the subsequent section is that law does not really focus on achieving its stated objective.

I've only seen إحكام هدف used in a military context to mean "lock onto a target", but I'm not sure if the phrase is exclusive to military language.

I thought about other options but many of them are much wordier, like "the stated goal of the bill which it fails to achieve". Ultimately I like this the best.

(note that a 'draft law' is usually just called a 'bill')

Thanks for the note! In my opinion it is إحكام, but I'd be interested to hear others' thoughts. Ultimately, though, I think the whole section heading deserves a nice re-write in English to read naturally.

Asker: Thanks very much for taking a look. Your suggestion is fairly similar to what I had in my draft ("a stated goal neglected"). In your opinion, is it إحكام, as I originally read it, or أحكام, as Taragma suggested above? BTW: I found your post on Syrian war terminology very interesting a few months ago :)
