In your case, however, it's basically the opposite: 'When disregarding/neglecting (the influence of) damping, ...' or 'If (the influence of) damping is not considered [disregarded/excluded], ...'.

Here "Ohne "Ansatz von Dämpfung" means to not to assume or presuppose a damped impact.
