The document is about restricted funds. I know that restricted funds can be translated by "Fonds affectés" and that "funding agreement" can be translated by "Accord de financement". However, I don't see how to translate all together "restricted funding agreement" ?

Je pense qu'il faut voir l'ensemble du contexte: il s'agit sans doute d'un accord fixant des limites à une possibilité d'avances de trésorerie.
On second thoughts, je pense que "plafonné" n'est pas trop mal!
