fuelling (domestic policies...) From the local process
In three decades in Spain, I've noticed that they often use "permitir/poder" in sentences where a less wordy and more stripped down sentence would be more appropriate in English. For example in an IT context, I might translate "el programa permite enviar" as "the programme sends", as I consider the "allowing" notion in the original unnecessary in translation.
This is the approach I've applied to my suggestion for this query.

Having said that, if you feel you must preserve the "allowing" notion, you may consider something like this:
"..., allowing domestic policies and mechanisms to be driven by local processes"
