Sin embargo, todavía no estoy muy convencida con mi traducción del término ya que la parte inicial "no pega" con "propiciar que la coordinación".

I think you need a slightly different kind of verb here to make the sentence work:
"The aim will be to ensure that the coordination and interaction between the various stakeholders involved leads to the creation of"
Just one possibility among many.

: "Ensure" seems hard to improve upon here. The Spanish isn't exactly a model of concision and clarity....

The way I see it, "propiciar" and "ensure" ultimately mean the same thing here at sentence level: to cause something to happen

: I think this is the best solution if you're going to use an impersonal construction rather than saying "we" or "it". I don't think things like "an effort will be made" or "it is hoped that" are very good. And "stakeholders involved" is a tautology :-)

Yes, any direct translation here is hindered by the construction, in the future tense, of "buscará propiciar que... conduzca a".
My choice would be remove the future tense and place the "propiciar" part after the "-that" clause.
"It is hoped that cultivating cooperation and interaction among the various stakeholders will lead to technological and methodological innovations..."
