There is the English term "capitation", which is defined as "1. A poll tax.
2. A payment or fee of a fixed amount per person."
But that does not seem to apply to cattle. There is the term "headage", but that does not apply to humans.

I think you got it, Mario. I plugged in "per capita indicators" and it totally makes sense.

More hints I came across the following phrase just now: "...tem uma das capitações, em volume de água por ano e habitante, mais elevada da região..."
Also another definition: " (Statistics) the process of assessing or numbering by counting heads"

Not tax It definitely is not referring to taxes. It's some kind of per-capita thing. In the document, it refers both to humans and to cattle. I'm considering "capitation" for humans and "headage" for cattle.

That's why I used "indicators" or "rates". There is no evidence in the context this has to do with taxes. "Capitação" could be any statistical rate, referring to any indicator. What the term means is taking an absolute number and dividing it by a population, to get a "per capita" rate.
