This a document (37,000 pages!!) on gender mainstreaming in the health sector (transversalización de género (TG) en salud). The discussion here is about implementing policies on GM. I think the idea of "Mecanismos de Mujer" is the use of existing women's health mechanisms, but I'm looking for better ideas.

Explanation:
In the U.S., at least, this is fairly common parlance. I think "agencies" implies governmental more than "programs," which could include NGOs, etc., as well as governments.

I've seen this trend mentioned in some recent HR-related translations I have done. So I tend to interpret this as a bias or prejudice that is (perhaps not so) slowly developing in many corporate HR environments.
