low malaria risk areas

Explanation:
I cannot find a bilingual reference, but the expression seems to be commonly used and seems to fit your context. See, for example, https://www.who.int/maternal_child_adolescent/documents/pdfs...

neutral  Catharine Cellier-Smart: I would argue that an area with a low occurrence of malaria (which is what is meant here) is not the same thing as an area where the risk of malaria is low.

disagree  Drmanu49: No, endemicity is low but not the risk.

Susceptibility to malaria

Explanation:
The WHO defines it as 'an area where malaria transmission is occurring or has occurred in the past 3 years.' So I can see why you would find contradictory results. It could refer to an area with low or high levels of malaria. So a 'zone impaludée' would be a region susceptible to malaria.

Example sentence(s):
  • zone impaludée: Zone dans laquelle la transmission du paludisme est en cours ou s’est produite au cours des 3 dernières années. (page 30) https://apps.who.int/iris/bitstream/handle/10665/258523/WHO-HTM-GMP-2016.6-fre.pdf;jsessionid=E228E86564E05F6411
