French to English Bus/Financial Transport / Transportation / Shipping Transportation documents
From a purchase order for the shipment of goods, this refers to a transportation document. It may well be an English abbreviation.

Marian is right in her explanation but this is the official terminology of the International Union of Railways (UIC) and the term used in rail transport. "waybill" is translated as "feuille de route"
