Does it mean "develop" or does it mean "construct/make"?

It looks like the term phrase is chopped off. “Speeds” should also be a part of the term phrase.

agree philgoddard : Kiet is correct too. Tornadoes start at 105 km/h, so "building" means both "starting to develop" and "growing stronger". There should be a comma after their "building" and your "making".

neutral Kiet Bach : Why "in the making"? The tornado had been formed. That is why the weatherman said "The tornado", not "A tornado".// I think "was building" means "was building up in strength". It is unusual to use "The tornado" when it was not yet a tornado.

“Was building” implies it was in the making. “The” simply implies there was an earlier referential (def. vs. indefinite article). It doesn’t mean it was a full-blown tornado, IMHO. Read Phil’s explanation above.

"building" means it was still in the process of becoming "bigger".
