Many ProZ glossary entries with 'included but not limited to'.., though the above answer (the term of enumeration, also with 'non-restrictive', 'non-exhaustive' or 'merely illustrative') to be found in legal practic/se - is a stand-alone phrase.
Example sentence:

Nothing in this Section shall be *construed as limiting* in any way ...The following risks were identified as significant risks for Miba AG (non-exhaustive enumeration)
