This is not Kuwaiti at all. It's Egyptian Slang.

Speaker 1: You know? (addressing a female)
Speaker 1: Dude, stop it! (now addressing a male..could be someone interrupting the chat)
يله..could also be spelled يلا meaning "dude," while بس means "stop it."
