Explanation:
Because the phrase is ´´no mejora´´, I think it´s important to think about the author´s voice. He/ she sees or perceives that there has been no progress or improvement. I would keep the ´´no´´ in to make it sound as strong in English as it is in the Spanish.

I also think that ´´percepcion´´ is more like when you get a sense of something, given the context.
