This is a measurement taken of a train wheel but it's not the same as Swedish "ring" or fläns" as I have these words too in the same table

The Swedish term "löpbana" refers to the surface on which a train wheel runs, i.e. the portion of the wheel that contacts the running rail. I believe this is called "running surface" in English.
