The question is about transliteration. Guam has been used just as an example.
What is the correct Arabic transliteration for the hard G. Is it (ج) or (غ)?
Any supporting URL will be highly appreciated.

This is a very interesting question. It has been discussed frequently.
"G" is translated differently according to the geographical area.
جوام applies to Egypt
غوام applies to Lebanon
كوام with a Persian K applies to Iraq
قوام applies possibly to Morocco

Since this system has been in use for a long time, we have to accept whatever method is used. I personally use the Egyptian method.

agree Fuad Yahya : The old system preferred غ. The use of ج became popular with the ascendancy of Egypt from Muhammad Ali to Nasser. It also represents a nod to the Hebrew pronunciation of many Semitic words that are pronounced with ج in Arabic (not consistently)

agree Stephen Franke : One of the Arabic atlases I checked also uses the Farsi-style 'cheh' = jiim, but with three dots underneath. Other three atlases showed spelling with "jiim," a la Egyptian rendition

In real Arabic there is no hard G as ج is معطشة always that is why غ is being used as an alternative.

We in Egypt use hard G but in many other countries they use غ which IMHO see it more accurate!
