Context is it's a complaint about expenses fiddling. One of the complaints starts off: 'الاستغلال الغير قانوني للمأمورية المفتوحة لة للكسب الغير etc, etc. It's the المأمورة المفتوحة bit which I can't get. Literally it seems to mean an open task, would it mean something like 'a policy of openness' - which they are then exploiting?

Thanks for your help with this. In the end I went with 'flexi-working' which took the idea of 'open mission/task' a bit further and I think was appropriate for this particular company.
