In Denmark, GPs work either as one-man shows, in twos or as a group of any number of GPs working together in a practice or medical centre. I imagine that one-man practices might be considered 'secondary', or maybe they are just not necessarily equipped with the same level of communications. There are great differences in how 'linked up' the different medical practices are.

I think they are referring to "det primære sundhedsvæsen" (praktiserende lægekonsultationer og sundhedsklinikker) as opposed to "det sekundære sundhedsvæsen" (hospitaler). Therefore, I don't believe that GP practices would suffice. I believe you would have to get "primary" in there, as the term covers more than just GP's.
