Query: Does 'positie' mean position or digit in the context of this sentence. If 'position', can the translation be considered as 'zero at position ten' or does this mean ten digits of zeroes followed by other digits. Any help would be highly appreciated.
Context:
Dit fictieve nummer (identificatienumemr ABC) bestaat uit 10 posities nul gevolgd door een volgnr van 4 posities beginnend bij 1 en met 1 oplopend.

"Leading zeros" also works in your second sentence: "Ten leading zeros followed by a 4-digit..."

Similar sentence in the document 10 posities nul aangevuld met een 4-cijferig volgnummer beginnend met 1 en oplopend met 1.

In this particular example, the ID number consists of ten zeros followed by 1234. Since the zeros begin the number, you can call them "leading zeros". You don't specifically need to translate "position" in this sentence.

digits/numeric characters with value zero

As I intepret it there are 10 positions where a digit can be placed, in other words, a number with 10 digits. In this case the value of the digits is zero. I assume that the number contains digits, and no possibility for having letters.
If you say "zero at position ten", the meaning is reversed. I is rather "zeros at all ten positions", if you want to stick with calling them positions.
