From a document on a software solution for staff planning. It's the 'formatie' element that is confusing me, also in the other word containing it ('formatieplaatsenplan').

Capaciteitsplanning
Vraag- en financieel gestuurd roosteren is gebaseerd op zorgvuldige capaciteitsplanning en een formatiebegroting.
Daar hebben we een module voor ontwikkeld. Deze module plant en begroot vanuit de benodigde capaciteit in plaats van de aanwezige capaciteit. Met een werkbaar dienstenpatroon als resultaat. Dat is de basis voor het formatieplaatsenplan.

No need to make things more complex than they are De 'formatiebegroting' (EN staff/staffing budget??) is - zoals het woord begroting eigenlijk al impliceert - per definitie gebaseerd op de benodigde/gewenste personeelsbezetting/capaciteit (formatie) en de feitelijke personeelsbezetting kan hier natuurlijk van afwijken (bijv. lager bij tekort aan personeel).

since your text says:

I suppose ‘formatiebegroting’ might actually involve an actual financial* budget (‘Vraag- en financieel gestuurd roosteren’), and ‘zorgvuldige capaciteitsplanning’ then refers to the allocation/management of capacity aspect.
