I would understand these to be 'covers' to fit the holes where other equipment would normally be fitted, only these ones are 'blank', i.e. have no holes pre-drilled in them, so they can be customized to accommodate other 'accessories'. This is standard practice in many areas, and could well be the same in your context?
Note that 'plastron' is the word used for an electrical accessory 'faceplate' (used for sockets, switches, etc.) — I am visualizing your system as being materially similar.
