: I doubt this is purely about 'garde'; at least in the UK, when we talk about this kind of benefit, it means compensating the carer for the extra trouble/time/expense of caring for a sick/disabled/elderly person. care has more the sense of 'soins' here

yes, Tony, you are right, it is also complicated by the fact that the 'carer' is the father here, and usually parents get 'allocation', this is only a suggestion on my part

Discussion
Usually, in the UK, at least, a care allowance (often similar to an 'attendance allowance') is a benefit paid to someone in order to cover for the extra expenses to be anticipated in the case of having a handicapped person at home (special equipments, extra laundry, additonal nursing, etc.) — so it's not payment for services, nor reimbursement of specific expenses.
Hence why the idea of 'allocation' is used in FR for similar benefits like 'housing benefit' > 'allocation pour le logement', 'child allowance' > 'allocations familiales', etc.
It ought to be easy for you to research this by comparing welfare systems in the two countries, though note that there may not be an exact equivalence in all cases for all benefits.
