The European plan draws on the main elements of a British programme, announced last week, that that will immediately see some £37 billion ($63 billion) injected into three of the country’s biggest banks. This will rebuild their ***capital cushions***, or so-called Tier-1 capital ratios, to above 9%.

Inserisco qui la definizione di "Tier 1 capital ratio" in italiano, perché visto il contesto credo sia più appropriato metterlo qui per lasciare poi dopo il termine inglese.
Nel sistema bancario italiano il Tier 1 capital ratio viene tradotto come "patrimonio di base".

By reducing the extra cushion of capital that the two companies have been required to hold since 2004, the regulator, the Office of Federal Housing Enterprise Oversight, is enabling the companies to invest $200 billion more in home loans. In essence, Fannie Mae and Freddie Mac are being allowed to take billions of dollars that had been used as a reserve against possible further losses and invest that money now in the housing market

agree  Monica M.: Se si desidera una resa "tecnica" (e non più o meno letterale), a me pare che "indici/coefficienti/livelli patrimoniali/di patrimonializzazione" siano proposte condivisibili (cfr. i vari riscontri in Rete).

disagree  Monica M.: Mi sembra che solo MPS traduca "Tier 1 capital ratio" in questo modo (approssimativo). La definizione tecnica è "rapporto tra patrimonio di base e attività ponderate in base al rischio". "Patrimonio di base" può tradurre "Tier 1 capital" (senza "ratio").
