I know that this question has already been answered, but I think that I can provide a much clearer translation as a native speaker: "in the language of the ethnic populations of the Russian Federation." I suggest this because the word "народ" has a very special connotation that can't be directly translated into the English word "people." In English, "people" is a very general word, unlike in Russian, and I believe that "ethnic populations / ethnic nationalities" is a better way to say this without losing that special meaning.
