Итак, в современном русском литературном языке действуют такие нормы. Если имеется родовое слово (город, район, село и т. п.), то правильно не склонять: из района Люблино, в сторону района Строгино.

не шукала аналогічне правило для української, проте перекладаю саме так: округу Панама (а не округу Панами).
