A description of a clarifying shampoo - claims that the product: "Ouvre les écailles pour préparer la chevelure" (for the application of a second product, which is a smoothing lotion.

In a different context elsewhere within the hair care range I have seen écailles as skin cells (scales) producing dandruff when dry. But here that doesn't make sense. Am I looking for "roots"? or is this more complicated?

'scales' exist biologically on the hair shaft, whereas the follicle would be below the visible surface...

This may be more a scientific context - like I said to Nancy, probably better to go with her suggestion of 'cuticle' for the consumer cosmetics market.
