I think we're all agreed on the basic meaning, but this is how I would put it. (And I have kids at primary school so I read a lot of headlice shampoo instructions!)

agree  John Speese: Yes to all of the above, I have my own version too, but I think we've all got the basic meaning...as an entomologist, let me add that there are very few, if any, insecticides that kill eggs. Some claim to, but I don't know how effective they really are.
