Riferito ad un fiume, non mi è molto chiaro. Nel testo non ho tolto il riferimento al fiume perché magari aiutava a capire:
"Queste estese paludi d’acqua dolce cominciarono a formarsi dal XII secolo, quando il Po di Primaro ormai, pensile ed ingombro di sedimenti, non riusciva più a ricevere le acque dei diversi torrenti appenninici che qui affluivano. "

The meaning here is that the riverbed became shallow due to sediment (in other words, it was "raised" by the presence of sediment).
I'd say "the riverbed, now shallow and filled with sediment"

This looks like an embanked river to me.

Just for curiosity's sake I gogled "hanging river" and found several ghits, most of them in quotes, referring to China's yellow river.
