Anyway, if it is indeed about computer networks, then look at the first link, it talks about a Coaxial cable waveform, a "dead short". My only concern is the katakana spelling, you did not write デッド, but デット. If this is not what you looking for, then from the katakana spelling, it could be "debt short". This is only if DHS refers to Department of Homeland Security, and EMI to Emergency Management Institute, and the text is talking about short term debt management or something like that. A "debt short" could refer to a debt short-circuit (see second link), or "debt (short)" as short-term debt. But if this is the case, I don't know why you would specify computer systems for topic...
