△ - I always assumed this meant increment - but I noticed on the Japanese wikipedia that it can mean 赤字 and that 赤字 is a possibility in the above sentence - Confused!

It's really just a way of writing a minus sign, i.e. a negative figure. So here it would be "-¥3.7bn" (minus three point seven billion yen). In the sentence you quote, it would be odd to translate it any other way, I think - it should not be translated as 'decrease': the amount of decrease is given (¥12.8bn) and -¥3.7bn is the absolute figure for operating cashflow.
So you could write the figure in red, or sometimes translate it as 'in the red' but it's basically just a different way of writing the minus sign (and a much clearer one - I wonder why we haven't adopted it into English usage?).
