Norwegian term

forslagsrett

Norwegian to English Tech/Engineering Real Estate
Actually the whole phrase "tale og forslagsrett". I know this is the right to vote and propose a motion (or some variation thereof), but wondered if this is idiomatic, or whether anyone else had a brighter idea. No trace in Cappelens or Kunnskapsforlaget.
