It might mean "spawn" given the context; however, I would appreciate confirmation. In this case, justification is being given why this illegal activity changed from one port to another. It has to do with the inspectors who weren't paid a per diem at a given port also.

... E também tinha o problemaa da lagost miúda. Apesar de ter tido um tempo que ele estava vendendo pouco pelo aumento da fiscalização. Porque antes era por ABC (Porto), ali não tinha fiscalização nenhuma. Depois que surgiu o Porto do XYZ, passou-se a utilizar esse porto. Por quê? Porque os fiscais que saíam daqui para o XYZ, muitos dele encontrvam a mercadoria ovada (já está dentro do cais) e muitos ne queriam ir porque não tinha diária.
