Portuguese to English Other Other Emails between work colleagues regarding social issues

This word is in a sentence in a casual email from one family member to another. It does not fall into any of the categories listed on ProZ that I can tell. It appears the family is talking about political situations in Africa. I am just not sure how to interpret and translate this term in this context.

Bom dia Velho.
Não faz ideia de quão feliz estou por saber de ti. É angustiante estar aqui sem notícias suas. Folgo em saber que está tudo bem ai. Nossas orações do dia dia alimentam nossa fé na regularização da tua situação. Deus tem nos ouvido e estará connosco em outubro.
{Cota}, em relação a aquele assunto de assassinatos e desaparecimentos de certos exilados retornados no pais pensando que seus casos haviam caído no esquecimento, a noticia é bem real. Está acontecendo sim. Por favor, em circunstância nenhuma cogite a hipótese de voltar a Angola, porque se isso acontecer saiba que voce é um homem morto. Ha sim desaparecimentos e mortes.
